The Pohnpei State Government Office Building is located along a main road in the center of Kolonia, Pohnpei State, Federated States of Micronesia. It is a two-story office building with a courtyard-style layout and a pitched tile roof. Each floor contains 17 offices and meeting rooms of different sizes, mainly distributed on the southern and northern sides of the building. Public facilities and auxiliary spaces, including restrooms, equipment rooms, storage rooms, and ventilation areas, are mainly located on the eastern and western sides of the building.
At present, in addition to the offices of the Governor, Lieutenant Governor, and traditional leaders, the building also accommodates major departments such as the Department of Treasury and Administration / Personnel Office, the Department of Resources and Development, and the Department of Transportation and Infrastructure / Project Management Office. Other state government departments, such as the Department of Education, Department of Health, Department of Housing, Department of Public Safety, and Department of Land, are located at other sites within Kolonia.
According to relevant data from the World Bank SEDAP project, namely the Sustainable Energy Development and Access Project, the annual average outage duration of the power grid in Pohnpei State once reached approximately 4,000 minutes. With the commissioning of new generating units and the advancement of grid improvement works over the past two years, the local power supply situation has improved to some extent by the 2025–2026 period. Even so, short power interruptions remain relatively common in Kolonia. These interruptions may last from a few minutes to approximately half an hour. During daytime working hours, repeated outages occurring three to seven times a day may still happen occasionally. During periods of equipment failure, fuel supply shortage, or other special circumstances, regional load shedding lasting several hours may occur two to three times within one week.
Approximately 15 meters north of the State Government Office Building, there is an independent building mainly used as an equipment room for the diesel generator set and low-voltage distribution cabinets. The diesel generator set installed there has not been able to resume normal operation since it failed in 2019. Since then, whenever the municipal power supply is interrupted, the various departments in the office building have had to rely on UPS units, namely uninterruptible power supplies, separately configured by each department for important computers, servers, or other critical equipment, as temporary power support. For offices without separately configured UPS units, or when the outage duration exceeds the storage capacity of the UPS units, the normal operation of the departments in the building is noticeably affected. In severe cases, short-term suspension of office operations may even occur. The areas more significantly affected include the subordinate offices of the Department of Treasury and Administration and the IT equipment room.
Based on long-term observation and field investigation, commercial organizations and public service facilities of a certain scale in Kolonia, Pohnpei, are generally equipped with independent standby power supply systems and corresponding ATS automatic transfer control cabinets. Examples include large supermarkets selling daily necessities, consumer goods, and office supplies, such as A-One Supermart and Ace Office Supply; hardware and building material stores such as Ace Hardware and Pohnpei Hardware; the United Nations multi-country office, UNICEF office, and One World Plaza office building; the Embassies of China, the United States, and Japan in the Federated States of Micronesia; as well as hotels and lodges such as Cliff Rainbow Hotel. These facilities are equipped with such standby power supply systems to varying degrees. In addition, some privately owned commercial properties leased out as entire buildings are also equipped with similar systems in order to cope with the impact of unstable municipal power supply on daily operations.
As an important administrative office facility of the State Government, the Pohnpei State Government Office Building has long been affected by frequent power outages, which has caused considerable inconvenience to daily office order and administrative service support. From the perspective of power supply stability and continuity, the current situation is even less satisfactory than that of some privately owned commercial properties and office buildings used for rental purposes. This situation does not match the functional positioning, usage requirements, and public service nature of the State Government Office Building. It is therefore urgent to improve the standby power supply guarantee system.
Based on on-site inspection, the existing diesel generator set that is no longer able to operate normally was originally installed and handed over during the initial construction stage of the Pohnpei State Government Office Building project by Ningbo Construction Group Co., Ltd. in 2010. This project intends to help the Pohnpei State Government Office Building establish a stable, reliable, and sustainable standby power supply system through the procurement, shipment, installation, commissioning, and operation and maintenance training of a new diesel generator set and its supporting equipment. The project aims to fundamentally ease the operational pressure on office activities caused by frequent power outages, regional load shedding, or sudden power interruptions.
Upon completion of the project, the State Government Office Building will have more reliable standby power supply capability in the event of municipal power failure or grid fluctuation. After the new generator set and the supporting ATS automatic transfer control system are put into operation, they will be able to provide necessary power support to important office areas, computer equipment, network and communication equipment, meeting systems, lighting systems, and other critical electrical facilities in the building when the main power supply is unable to function normally. This will help ensure the basic continuity and stability of government office activities.
As an important venue for the daily administrative work, public affairs handling, and government service delivery of the State Government, the power supply stability of the Pohnpei State Government Office Building is directly related to the operational efficiency of government institutions, the continuity of public services, and the public’s direct perception of government service capacity. Once a long power outage or unstable power supply occurs, it will not only affect the normal use of office lighting, air conditioning, computers, network communications, meeting systems, and other basic office equipment, but may also lead to a series of chain effects, including delays in document processing, obstruction of government communication, and reduced efficiency of public service windows.
Therefore, equipping the State Government Office Building with a high-quality and highly reliable standby power supply system is both a practical need for improving office conditions and an important measure for strengthening the government’s public service support capacity. With the procurement and commissioning of new equipment as its core objective, this project aims to restore the basic power supply guarantee capability of the office building in the event of power outage as soon as possible, so that the State Government Office Building can maintain a more stable, orderly, and continuous operational state when facing external power supply fluctuations.
The core objective of this project is not simply to purchase a new generator set. Rather, it is to provide the State Government with an economically reasonable, technically reliable, maintenance-friendly, and locally appropriate comprehensive solution, taking into account the actual power consumption environment in Pohnpei, the existing installation conditions of the office building, the island climate, future operation and maintenance capacity, equipment procurement cost, and long-term operating cost.
To avoid blind procurement and unnecessary waste of funds, our company will, based on the currently available power demand and site conditions, first provide three diesel generator set procurement options of different grades, configurations, and price levels for the Pohnpei State Government to compare and select. These three options will respectively take into account basic usage requirements, overall cost performance, and long-term operational reliability, enabling the State Government to make a prudent decision among budget arrangement, equipment performance, maintenance convenience, and long-term use effect. In this way, limited funds can be invested in the most critical and most effective part of the standby power supply guarantee system.
Considering that the existing old diesel generator set has been unable to operate normally for a long time, and that the repair of the old equipment may involve complicated fault causes, uncertain spare parts supply, and difficulty in ensuring stable operation after repair, this project will no longer take diagnosis and repair of the old equipment as the main line of work. Instead, it will be organized directly according to the complete service process of procurement, shipment, installation, commissioning, and training for a new diesel generator set.
By using one overall procurement service contract to coordinate equipment procurement, export packaging, international transportation, assistance in port receiving, on-site installation, system connection, commissioning, trial operation, and personnel training, the project can effectively reduce intermediate approval and coordination procedures, shorten the overall implementation period, and improve execution efficiency and delivery certainty. After project commencement, our company will immediately organize procurement and shipment in China upon receipt of the advance payment stipulated in the contract. After the equipment arrives in Pohnpei, Chinese technical personnel will be dispatched to the site in a timely manner to complete installation, commissioning, and training, striving to form an actually usable standby power supply capability within a relatively short period of time.
This project focuses not only on the procurement and installation of the new diesel generator set and supporting equipment, but also on the long-term use effect after handover. During project implementation, our company will provide English operation manuals and routine maintenance materials, and will help the management and maintenance personnel designated by the State Government master the methods of equipment startup, shutdown, switching, inspection, maintenance, and preliminary judgment of common faults through on-site training.
Through the combined approach of “equipment delivery + technical documents + on-site training,” the State Government will not only obtain a new standby power supply system, but will also gradually build the ability to use and maintain the equipment in a standardized, safe, and independent manner. This can effectively reduce the risk that improper operation, insufficient maintenance, or delayed fault judgment may affect the long-term reliable operation of the equipment, ensuring that the project results are truly transformed into a standby power supply capability that can function stably, sustainably, and over the long term.
In the long run, this project will help improve the infrastructure resilience of the Pohnpei State Government Office Building, strengthen the State Government’s emergency support capability in the event of sudden power outages and unstable power supply, improve the office environment for government staff, enhance the efficiency of public affairs handling, and provide local voters with more stable, continuous, and reliable public services. The implementation of this project has not only clear engineering and technical value, but also positive administrative management value and social service value.
Through this project, the Pohnpei State Government will gradually establish a more reliable standby power supply guarantee mechanism for the office building, so that government office operations will no longer be passively constrained by external power supply fluctuations. At critical moments, the building will be able to maintain basic operational capability and continuously perform public management and service duties, providing solid support for building a more efficient, stable, and trustworthy State Government office system.
After the new diesel generator set has been installed, commissioned, and confirmed to be ready for normal operation, this project will also take advantage of the presence of Chinese technical personnel in Pohnpei to conduct a preliminary inspection and maintenance assessment of the original Baifa diesel generator set. This work will not be treated as the main line of project implementation and will not affect the progress of procurement, installation, and handover of the new equipment. Instead, it will be provided as an additional technical service to help the State Government determine whether the old equipment still has potential value for future use.
If the inspection indicates that the old equipment still has certain repair and recovery potential, our company may propose recommendations on spare parts replacement, partial repair, or backup use for the State Government’s further consideration, including the possibility of transferring it to another location for continued use. If the inspection indicates that the old equipment is severely aged, that the repair cost would be too high, or that the operational reliability would be insufficient, our company will also provide an honest recommendation against further major repair investment. Through this arrangement, uncertainty regarding the old equipment can be prevented from affecting the construction progress of the new standby power supply system, while the utilization value of existing assets can still be maximized where conditions allow.
In view of the fact that the existing standby diesel generator set of the Pohnpei State Government Office Building has been unable to operate normally for a long time, and considering that the building is an important administrative office facility of the State Government with high requirements for the reliability, stability, and emergency support capability of its standby power supply system, this project proposes to follow the overall principles of “prioritizing actual use, reasonably controlling the implementation period, and taking into account the utilization of the old equipment.” The project will be advanced through centralized procurement, unified organization, and one-time implementation.
To improve project implementation efficiency and reduce the uncertainties and operational stability risks that may arise during the repair of the old equipment, this project does not recommend adopting a phased model of “first dispatching experts to Pohnpei for special diagnosis of the old equipment, then organizing State Government representatives to visit China for equipment inspection and selection, and finally carrying out procurement and installation.” Instead, it is recommended to proceed directly with the complete service process of procurement, shipment, installation, commissioning, and training for a new diesel generator set.
By appropriately streamlining the early diagnosis and inspection stages, the overall project period can be effectively shortened, intermediate approval and coordination procedures can be reduced, decision-making and execution efficiency can be improved, and a stable and reliable standby power supply capability can be restored for the Pohnpei State Government Office Building within a relatively short period of time.
Based on the existing power demand of the State Government Office Building, site installation conditions, island operating environment, future maintenance convenience, and budget control requirements, our company will first provide three diesel generator set procurement options of different grades, configurations, and price levels for the Pohnpei State Government to compare and select. After the State Government determines the final procurement option, both parties will sign one overall procurement service contract. Under this contract, our company will be responsible for equipment and supporting material procurement, export packaging, international transportation coordination, assistance in port receiving, on-site installation, system connection, commissioning, load testing, operation training, maintenance training, and preliminary inspection and assessment of the old equipment.
This project is proposed to be organized and implemented in accordance with the following principles:
First, the procurement and commissioning of new equipment shall be the core objective. The primary objective of this project is to configure, as soon as possible, a new diesel generator set and related supporting system for the Pohnpei State Government Office Building, which shall be stable in operation, reliable in performance, appropriate in capacity, and suitable for local island environmental conditions, so as to ensure that the office building has basic standby power supply capability in the event of municipal power failure, sudden outage, or other emergency.
Second, one overall procurement service contract shall be used for coordinated implementation. This project proposes to use one overall procurement service contract to define the rights and obligations of both parties, equipment configuration, service scope, contract amount, payment milestones, handover standards, and implementation period, so as to avoid an excessively long project period, increased communication costs, and reduced execution efficiency caused by multiple stages, multiple contracts, and repeated approvals.
Third, multiple options shall be provided to support the State Government’s decision-making. Before signing the procurement contract, our company will, based on the currently available site conditions and technical requirements, submit three generator set equipment options of different grades and price levels to the State Government, reflecting different choices such as economical, standard, and high-configuration options. The State Government may determine the final procurement option by taking into account budget arrangements, usage needs, long-term maintenance costs, and equipment reliability requirements.
Fourth, on-site delivery and future use effect shall be ensured. After the new equipment arrives in Pohnpei, our company will immediately dispatch Chinese technical personnel to the site to carry out installation, commissioning, connection, and training, ensuring that the new generator set can be reasonably connected with the existing low-voltage distribution system of the office building, the ATS automatic transfer control cabinet, and other related systems, while helping relevant State Government operating personnel master basic operation and routine maintenance methods.
Fifth, the future utilization value of the old equipment shall also be taken into account. After the new equipment has been installed, commissioned, and confirmed to be ready for use, our company will use the opportunity of having Chinese technical personnel on site in Pohnpei to conduct a preliminary inspection and maintenance assessment of the original Baifa diesel generator set. If the old equipment is judged to still have repair and recovery value, further recommendations on spare parts replacement, partial repair, or backup use may be provided for the State Government’s consideration, including possible transfer of the equipment to another location for continued use.
Before this project formally enters the procurement implementation stage, our company will submit three proposed diesel generator set and supporting equipment options to the State Government based on the standby power supply needs of the Pohnpei State Government Office Building. In principle, the three options shall be reasonably differentiated in terms of power rating, engine brand, alternator brand, control system configuration, ATS supporting arrangement, anti-corrosion and moisture-proof configuration, noise control level, spare parts configuration, after-sales service conditions, and price level, so that the State Government can make a horizontal comparison and a prudent selection.
The three proposed options may be structured as follows:
Economical Option: This option focuses on controlling procurement cost while meeting basic standby power supply needs. It is suitable for situations where the budget is relatively limited and the configuration requirements are mainly practical.
Standard Option: This option seeks to achieve a balance among equipment reliability, brand maturity, operational stability, maintenance convenience, and procurement cost. It is suitable as the priority recommendation.
High-Configuration Option: This option adopts a higher grade of engine, alternator, control system, and protection configuration, further improving equipment reliability, durability, and adaptability to island environmental conditions. It is suitable for situations with higher requirements for long-term operating quality and maintenance stability.
Each option should, as far as possible, specify the following contents: rated power and standby power of the diesel generator set, engine brand and main parameters, alternator brand and main parameters, control system configuration, ATS automatic transfer control cabinet configuration, fuel system, cooling system, exhaust system, batteries and starting system, low-voltage distribution connection method, necessary spare parts, standard tools, technical documents, packaging and transportation method, estimated supply period, warranty conditions, on-site installation and commissioning requirements, and quotation composition.
After comparing the three options, the Pohnpei State Government will determine the final procurement option. Upon confirmation by both parties, the final procurement option shall become an important part of the procurement service contract and shall serve as the basis for subsequent procurement, shipment, installation, acceptance, and settlement.
After the State Government determines the final equipment procurement option, both parties will sign one overall procurement service contract. The contract is proposed to include, but not be limited to, equipment name, model and specification, main configuration, quantity, technical standards, service scope, contract amount, payment method, delivery arrangement, transportation responsibility, on-site installation and commissioning requirements, training arrangement, acceptance method, warranty responsibility, division of responsibilities between the two parties, and liabilities for breach of contract.
The proposed payment method for this project is as follows:

Payment Method: 70% + 30%;
Payment Milestones: The first payment shall be 70% of the total contract amount and shall be paid within one week after the procurement service contract is signed. The second payment shall be 30% of the total contract amount and shall be paid after the new diesel generator set has completed on-site installation, commissioning, and training, and after confirmation by both parties.
Upon receipt of the first 70% advance payment, our company will immediately start equipment procurement, supporting material procurement, export packaging, booking and shipment, and related coordination work. The payment of the remaining 30% shall be based on the completion of on-site installation, commissioning, and training of the new equipment, and on the equipment being ready for normal use.
Upon receipt of the first advance payment stipulated in the contract, our company will organize the procurement of the diesel generator set and related supporting equipment within China based on the final procurement option confirmed by both parties. In principle, the procurement scope shall include the diesel generator set main unit, control system, ATS automatic transfer control cabinet, necessary connecting materials, auxiliary installation materials, standard spare parts, standard tools, English operation manual, and English maintenance materials.
After equipment procurement is completed, our company will organize export packaging and international transportation arrangements. Considering that Pohnpei is an island environment, equipment packaging should give particular attention to moisture prevention, rust prevention, impact protection, and loading and unloading safety during long-distance sea transportation. For electrical control components, instruments, batteries, spare parts, and technical documents, necessary moisture-proof, shock-proof, and classified packaging measures shall be adopted.
After the equipment arrives at the port of Pohnpei, the State Government shall be responsible for or assist with local customs clearance, port pickup, on-site transportation, temporary storage, and lifting and positioning, as well as other matters closely related to local procedures and site conditions. Our company may provide technical assistance and document support as required. After Chinese technical personnel arrive on site, they will participate in unpacking inspection, appearance inspection, quantity verification, and installation preparation.
After the new diesel generator set arrives in Pohnpei and the site conditions for installation are ready, our company will dispatch Chinese technical personnel to Pohnpei to provide on-site technical services. The Chinese technical personnel will mainly be responsible for or guide the completion of equipment positioning, installation inspection, cable connection, control system inspection, low-voltage distribution connection, ATS automatic transfer control cabinet connection, single-unit commissioning, no-load operation, load testing, and confirmation of operating conditions.
The on-site installation and commissioning work shall mainly include the following:
Conduct unpacking inspection, appearance inspection, and quantity verification of the new generator set and supporting equipment;
Inspect the equipment foundation, installation position, ventilation and heat dissipation conditions, exhaust conditions, and maintenance space;
Complete or guide the positioning, fixing, and necessary installation adjustment of the diesel generator set;
Inspect the fuel system, cooling system, exhaust system, starting system, and battery condition;
Complete the connection of the control system, low-voltage output lines, and ATS automatic transfer control cabinet;
Conduct no-load startup, operating parameter inspection, and basic function testing of the generator set;
Conduct load testing where site conditions allow, and inspect equipment output voltage, frequency, load response, operating temperature, alarm protection, and automatic transfer function;
Record, analyze, and address any issues found during installation and commissioning;
Prepare on-site installation and commissioning records as important materials for project acceptance and future maintenance.
After on-site installation and commissioning are completed, if the new generator set operates normally and its main functions meet the contract requirements and site usage requirements, both parties may jointly confirm that the new equipment is ready for use.
To ensure that the relevant management and maintenance personnel of the Pohnpei State Government can correctly and safely use the new generator set, our company will organize operation training and routine maintenance training after the completion of on-site installation and commissioning. The training participants shall mainly include equipment management personnel, logistics maintenance personnel, and other relevant personnel designated by the State Government.
The training shall mainly include the following contents:
Basic composition and working principles of the diesel generator set;
Startup, shutdown, and routine operation procedures of the generator set;
Basic functions and operating precautions of the ATS automatic transfer control cabinet;
Safety precautions during the switching process between municipal power supply and standby power supply;
Routine inspection items, including oil level, water level, batteries, cable connections, instrument display, alarm information, exhaust, and ventilation conditions;
Routine maintenance requirements, including management of engine oil, filters, coolant, batteries, fuel system, and operation records;
Preliminary judgment and emergency handling methods for common fault phenomena;
Management requirements for long-term shutdown, regular trial operation, typhoons, and other special weather conditions.
After completion of the project, our company will provide the State Government with English operation manuals and routine maintenance materials for future operation management and personnel training.
After the new diesel generator set has been installed, commissioned, and confirmed to be ready for normal operation, our company will use the opportunity of having Chinese technical personnel on site in Pohnpei to conduct a preliminary inspection and maintenance assessment of the original Baifa diesel generator set. This work is an additional technical service under this project. Its main purpose is to determine whether the old equipment still has certain repair and recovery value, and whether it may be transferred to another location for continued use as standby equipment after repair.
The preliminary inspection of the old equipment may include the diesel engine, alternator, starting system, control system, fuel system, cooling system, exhaust system, batteries, cable connections, instrument display, and basic mechanical condition. Chinese technical personnel will make a preliminary judgment on the possible causes of the old equipment’s failure to operate normally based on the on-site inspection, and may attempt to carry out necessary basic maintenance depending on site conditions.
If the inspection indicates that the old equipment only has local spare part damage, connection faults, battery failure, control system abnormalities, or other repairable problems, our company may provide the State Government with recommendations on subsequent spare parts replacement and repair. If the inspection indicates that the old equipment is severely aged, has damaged core components, requires excessively high repair costs, or lacks operational reliability, our company will also honestly recommend against further major repair investment.
It should be noted that the inspection and assessment of the old equipment will not affect the main line of this project, namely the procurement, installation, and delivery of the new equipment. Whether the original Baifa generator set can be restored to service will depend on its actual site condition, degree of damage, spare parts availability, and repair economy. The relevant inspection conclusions and handling recommendations may serve as a reference for the State Government’s subsequent decision on whether to continue repair, transfer the equipment for use, or dispose of it.
According to the preliminary arrangement, this project is planned to officially commence after the procurement service contract is signed and the first advance payment is received. The overall period for equipment procurement, production preparation, export packaging, international transportation, on-site installation, commissioning, and training is expected to be controlled within approximately 5 to 6 months. The actual implementation period shall be further determined based on the final equipment configuration, supplier production schedule, international shipping conditions, customs clearance arrangement, site lifting conditions, local approval requirements, and force majeure factors.
The preliminary schedule is as follows:
Submission of Equipment Options and Contract Signing: August 2026;
Equipment Procurement, Production Preparation, and Export Packaging: August 2026 to October 2026;
International Transportation and Port Receiving: October 2026 to December 2026;
On-Site Installation, Commissioning, Training, and Preliminary Inspection and Assessment of the Old Equipment: December 2026 to January 2027;
Project Confirmation and Final Payment: Within one week after completion of on-site installation, commissioning, and training.
The above schedule is a preliminary plan. The specific implementation progress shall be subject to the final procurement option confirmed by both parties, the contract provisions, the supplier’s production schedule, and the actual progress of international transportation.
Upon completion of this project, the Pohnpei State Government Office Building will obtain a new diesel generator set and related supporting system suitable for the local island operating environment, and the standby power supply capability of the office building will be significantly improved. In the event of municipal power failure or sudden outage, the new equipment will provide more stable and reliable emergency power support for important areas and critical electrical facilities of the office building.
The project is expected to produce the following results after completion:
One new diesel generator set and supporting equipment with configuration confirmed by both parties;
Completion of on-site installation, system connection, commissioning, and load testing of the new equipment;
Completion of operation training and routine maintenance training for relevant State Government personnel;
Provision of English operation manuals and routine maintenance materials;
Preparation of on-site installation and commissioning records and training records;
Preliminary inspection of the original Baifa diesel generator set and provision of subsequent repair or disposal recommendations.
Through the above arrangements, this project will prioritize solving the long-standing unavailability of the standby power supply system of the State Government Office Building while controlling the overall implementation period, and will also take into account the potential utilization value of the original old equipment. This implementation approach will not only improve project execution efficiency, but will also help the State Government obtain a clear, reliable, and practical standby power supply solution within a relatively short period of time.

In summary, as an important venue for the daily administrative work and public affairs handling of the State Government, the standby power supply capability of the Pohnpei State Government Office Building is directly related to the continuity of government operations, the stability of administrative services, and the reliability of public management work. At present, the original Baifa diesel generator set in the office building has been unable to operate normally for a long time. Against the practical background that the local municipal power supply still faces risks of short power interruptions, regional load shedding, and sudden outages, restoring and improving the standby power supply capability of the office building as soon as possible is no longer merely a matter of equipment replacement. It is an important measure for improving government infrastructure conditions, strengthening administrative operational resilience, and enhancing public service support capacity.
The implementation approach of this project is clear, well-defined, and controllable in terms of schedule. Compared with continuing long-term diagnosis and uncertain repair work around the old equipment, directly procuring a new diesel generator set and supporting system suitable for the local environment is more conducive to forming a stable and reliable actual use effect within a relatively short period of time. By having our company first provide three equipment options, namely the economical option, standard option, and high-configuration option, the Pohnpei State Government will be able to fully compare budget conditions, equipment performance, long-term reliability, and maintenance convenience, and then select the procurement option that best meets its actual needs. This approach avoids blind decision-making and reduces the time consumed by repeated inspections, repeated approvals, and multiple rounds of contract connection.
At the implementation level, this project proposes to use one overall procurement service contract to coordinate equipment procurement, export packaging, international transportation, port receiving assistance, on-site installation, system connection, commissioning, operation training, and maintenance training. The responsibilities will be clearly defined, the execution chain will be complete, and communication, management, and acceptance by both parties will be more convenient. After project commencement, our company will immediately organize procurement and shipment in China upon receipt of the advance payment stipulated in the contract. After the equipment arrives in Pohnpei, Chinese technical personnel will be dispatched to the site to complete installation, commissioning, and training, ensuring that the new generator set can be reasonably connected with the existing low-voltage distribution system, ATS automatic transfer control cabinet, and other facilities of the office building, and that it can be ready for use as soon as possible.
After completion of the project, the Pohnpei State Government Office Building will obtain a more stable, reliable standby power supply system suitable for the island operating environment. When the municipal power supply is interrupted or the grid fluctuates, the system will provide necessary power support for important office areas, computer equipment, network and communication equipment, meeting systems, lighting, and other critical electrical facilities in the office building, thereby significantly reducing the impact of power outages on the daily office order of the government. For the Department of Treasury and Administration / Personnel Office, the Department of Transportation and Infrastructure / Project Management Office, and other departments stationed in the building, a stable standby power supply will help reduce work interruptions, delays in document processing, obstruction of network communication, and decline in public service efficiency.
At the same time, this project focuses not only on equipment procurement and installation, but also on the long-term use effect after handover. Through the provision of English operation manuals, maintenance materials, and on-site training, the relevant management and maintenance personnel of the State Government will be able to better master the startup, shutdown, switching, inspection, maintenance, and common fault judgment methods of the new generator set. In this way, the project result to be delivered will not merely be “one piece of equipment,” but a complete standby power supply solution that includes hardware system, technical documents, and personnel capacity building.
In addition, without affecting the main line of new equipment procurement and delivery, this project will also use the opportunity of having Chinese technical personnel on site in Pohnpei to conduct a preliminary inspection and maintenance assessment of the original Baifa diesel generator set. If the old equipment still has certain repair and recovery value, the State Government may further consider repairing it and transferring it to another location for use as standby equipment. If its repair value is relatively low, the State Government may also make a more rational and clear disposal decision based on the assessment. This arrangement reflects prudent use of existing assets while avoiding any impact on the construction progress of the new standby power supply system due to the unclear condition of the old equipment.
Overall, this project has clear practical necessity, strong technical feasibility, and high implementation value. It can help the Pohnpei State Government Office Building establish a more reliable standby power supply guarantee system within a relatively controllable period, so that government office operations will no longer be passively constrained by frequent power outages and external power supply fluctuations. After project implementation, the State Government Office Building will see significant improvement in infrastructure support capacity, continuity of administrative operations, emergency response capability, and stability of public services.
Through this project, the Pohnpei State Government will not only obtain a new diesel generator set, but also a standby power supply solution that is operable, maintainable, and capable of functioning sustainably. The project has a clear investment objective, a well-defined implementation path, and results that are visible, usable, and sustainable. It therefore has high promotion value and strong practical operability. It is recommended that the Pohnpei State Government review and confirm the procurement options for this project as soon as possible, and, subject to budget availability, proceed with contract signing and procurement implementation at an early date, so as to restore stable and reliable standby power supply capability for the State Government Office Building as soon as possible.
